OFFICE OF THE HEAD OF CIVIL SERVICE
INTRODUCTION:
The objective of re-establishing the Office of the Head of Civil Service in the year 1998 was to restore the lost glory of the service. This followed the failure of the 1988 Civil Service Reforms to re-inject a sense of direction, confidence and proper hierarchical structure, which are the bedrock of modern day Civil Service.
The re-emergence of the Office, therefore, was informed by the desire to provide leadership role to the Service as provided for in the approved recommendations of the Alison Ayida Report.
STRUCTURE:
The Office of the Head of Civil Service has a staff strength of 587 as at 30th April, 2003. The Head of Civil Service is assisted by two Permanent Secretaries in charge of Establishments and Manpower Development Directorates.
The 2 Directorates has 4 Departments to wit:
a) Establishments Directorate:
i. Establishments Department
ii. Administration and General Services Department.
b) Manpower Development Directorate:
i. Manpower Development Department
ii. Staff Development Centre

FUNCTIONS
The functions of the Office of the Head of Civil Service as stipulated in Circular No. SSG/AGS/11NII/1061 of 11th January 1999 as in:
Providing leadership and direction to the civil Service by maintaining high morale, espirit - de - corps and good image of the Service.
- Fostering professionalism among Civil Servants.
- Advising the Governor of the State on the appointment and deployment of Permanent Secretaries.
- Promoting good relations between Commissioners and other Political Office on the one hand, and Permanent Secretaries and other Civil Servants on the other hand.
- Career development of all Civil Servants including training schemes for such officers.
- Establishment Matters of the Civil Service.
- Providing Management Services to the Civil Service
- Personnel records and statistics of the Civil Service.
- Civil Service Pension Schemes.
- Staff salaries, wages and allowances of the Civil Service.
- Civil Service Training Institution.
- Co-coordinating industrial relation in the Civil Service and providing Secretariat to the Public Service Negotiating Council.
- National Council on Establishments (NCE).
- Should be in attendance at the State Executive Council Meeting.
- Service Welfare Matters.
- Allocation of Office accommodation to Ministries and Department.
