MINISTRY OF HEALTH
This Ministry is the organ of coordination and control of Agencies and institutions in the health sector that are owned by the State Government. It is responsible for the overall supervision of the implementation process of the National Health Policy as well as state policies and measures on health matters.
Currently, it has two semi-autonomous Parastatals in addition to the existing structure of the main Ministry. These are:
- The Hospitals Management Board (HMB); and
- Drugs Management Agency (DMA).
Its internal structure is made up of six Directorates, each headed by a ranking Director. These are:
- Directorate of Primary Health and Disease Control
- Directorate of Medical and Health Care Services
- Directorate of Administration and General Services
- Directorate of Nursing Services; and
- Directorate of Planning, Research and Statistics
Each of these Directorates is further sub-divided into relevant departments and units.
HOSPITALS MANAGEMENT BOARD
Established by the Hospitals Management Board Edict, 1995 as a Parastatal of the Ministry of Health, this Board is responsible for the following:
- Recruitment, training, remuneration, promotion and discipline of staff of all State government-owned hospitals and health centres
- Coordination and supervision of the activities of all zonal Hospitals Management committees in the State
- Purchase, renovation and rehabilitation of hospital equipment and structure
The Hospitals Management Board has a board and Directors consisting of members and an Executive Secretary who is the Chief Executive officer of the organization. It has two directorates headed by a Director each, who reports to the Executive Secretary, namely:
- Administration and General Services.
- Hospitals Services.
The structure also includes the professional departments of Medicine, public Health and Nursing, each headed by a head of department who reports directly to the Executive Secretary.
DRUGS MANAGEMENT AGENCY
This Agency of the Health Ministry is established for the purpose of procurement, stocking, production and supply of high quality drugs to Government hospitals at affordable prices. It strives to provide adequate and continuous supplies of essential drugs on a revolving fund basis. A General Manager, who reports to the Commissioner of Health, heads the agency. |
